HCR 2002 is a proposed ballot referral that would make voting more difficult by banning vote centers and removing on-site early voting. If approved by the Legislature, it will appear on the 2026 ballot.

Vote centers have been used in Arizona for over a decade, making elections more accessible, efficient, and cost-effective. Originally a Republican-backed innovation, they allow voters to cast a ballot at any location in their county. Eliminating them would lead to longer lines, confusion, and unnecessary barriers—especially for rural, disabled, and working-class voters. HCR 2002 is a blatant attempt to restrict voting access and silence Arizona voters.
