Urge your legislators to reject HCR 2057
HCR 2057 is a proposed ballot referral that would make it far more difficult for Arizonans to qualify citizen-led initiatives, like Arizona for Abortion Access or Invest in Ed, for the ballot. If passed by the Legislature, it will go before voters in November 2026. Referrals cannot be vetoed by the Governor.
Currently, signature requirements for ballot measures are based on one statewide total. HCR 2057 would replace this system with fifteen separate county-specific requirements, creating unnecessary barriers and giving smaller counties outsized influence over whether a measure even makes it to the ballot. This would open the door for deep-pocketed interests to flood these counties with ad campaigns designed to suppress signature collection.
Arizonans rejected a similar attack on direct democracy last year when Prop 134 failed by a decisive 58% to 42% margin. Yet lawmakers are trying again, disrespecting the will of the people in a blatant attempt to strip away their right to shape Arizona’s laws. Voters should decide what belongs on the ballot, not politicians looking to rig the process.
